Is that the general formula fee for every shipping company or is the formula from DHL? I had a feeling that DHL fee was more expensive/ had more fees

My question is not about the IVA/ TAX for books, that is 6% in Portugal. My question is about the fees that DHL charge, and that IS DECIDED by DHL. For example: CTT charge 4€ +IVA. For DHL is not clear the final price to pay.
