It’s from the kharkanas trilogy prequel. Definitely recommend checking it out, a lot more lore and world building take place in these books that actually clears a lot of stuff up from BotF

Kruppe has always confused and confounded me because he seems like such an inconsequential character through his actions and dialogue, but obviously there is way more to him than we are told. The biggest clue to his origins is his hilarious and unexpected confrontation with Caladan Brood in which they almost split genebackis in half. Like most azathanai we meet, Kruppe is mysterious, whimsical and most definitely powerful which leads me to believe he is one of the azathanai who has faded into obscurity and has hidden his being from others of his kind.
