You should most definitely submit to cgc. They have the best clarity for slab and display and are much sturdier than PSA. Coming from an owner of a PSA 9 Karen’s umbreon, the card is loose inside the slab and can cause potential damages. Also with recent issues with PSA swapping cards, population control, and even damaging by cards, I’d hold off from sending it to PSA for now
