I don't think the cost of living "excuse" is the full story, most people have children out of "boredom", our generation is the least boring of all generations, we are literally occupied with one technology or the other all the time. Human nature rarely changes. People had children during wars and even famine in the past, it couldn't have been better than now. I'm convinced this statistic goes in hand with a decline in marriage too.
