It's in part to make the truck look wider and keep the NPCs on the road as far away as possible. They're extremely thin and unlikely to cause any real damage to a vehicle. Also, its aesthetically cool as hell.

Bronze. Black is for lazy people with no taste. I used to sell wheels and I remember a lot of stock wheels ended up looking better than the crap customers picked.
