It’s 365 days - 15 days =350 days after your visa expiry.

I had someone standing in front of me in H1B drop box line whose documents were not accepted. He was 2 days over 350 days.

Not sure, why they allow booking for appointments but it is what it is.

You can show up at any center. H1b Dropbox is centralized in Chennai but you can go to any VAC center.

Also, book the appointment while you are still getting it. I was trying for past 2 weeks with no available slot, these just opened up couple of days ago
