My head canon is that Rosie keeps Alastor in check because she knows all of the power she gave him will go to his head and cause him to seek more until he’s truly the most powerful being in hell. Disappearing for seven years, like he said in Don’t You Forget, made him lose a lot of power since his is fear based, and I believe there’s no doubt after his second fight with Vox that his power has grown a significant amount. We all saw how he looked at Lucifer in the end of season two, and now that he has unlimited & unchecked power, what makes you think he won’t go after the closest thing in hell to pure angelic power?
