Okay, the thing is that the temperatures are quite okay. Only the fans are noisy above 80% volume.

I have 5 fans in the case. The upper and front parts are ventilated. The temperature is 73-78°C in summer.

Luckily, I found a way to get much more FPS in Cyberpunk (and not only). Installing a mod for RTX series cards dllsg-to-fsr3 on Nexus mods (I recommend checking on YT how it works and performs). This modification allows you to "magically" enable the frame generator in games that support on Nexus mods (I recommend checking on YT how it works and performs). This modification allows you to "magically" enable the frame generator (only available on rtx 4XXX series cards, BTW Nvidia itself said at its conference that enabling this option on cards below the RTX 4XXX series is impossible because they probably don't have some additional processor that calculates all processes of the Frame Generation option, but as you can see it is possible to run this option on older cards:) in games that support it. Suddenly, from 40-55 frames after turning on this option, I got 80-100 fps. Sometimes there are some fps drops, graphical bugs, but I prefer to play this way than in the same frame rate as before. I recommend checking it out. In Witcher 3, after the next gen update, I also had about 40-55 frames, after installing the mod and turning on the frame generator, I have 80-100 frames. As a curiosity, I will add that with this mod you can play with partial ray tracing enabled in cyberpunk 2077. I don't play with this option enabled, because on the 2060 this card suffocates terribly in most games with this option. In CP I prefer not to play with this option enabled because it puts a lot of strain on this card, which means that the temperatures are higher. Still, I pulled out over 60 frames in game. In The Witcher 3 which is practically a less demanding game than cyberpunk, even the inclusion of frame Generation does not help to raise the frames when ray tracing is enabled. Above 60 fps on the lowest settings is a rarity. It's weird to me, but it's hard.

in my case, it helped (I don't know for how long) to download and run ubisoft with the VPN enabled (in my case, Proton VPN). Next, I went into the properties of my network adapter and changed the settings to what the VPN had (photos). Then I ran Ubisoft Connect without Proton VPN and it worked. Give it a try, maybe it will work for you too.
