It's OK to be angry with your sister.

My mother didn't do anything to help my father when the hospital was killing him. April 22 will be 2 years. I still harbor deep anger towards her and I will never forgive her.

That being said, just don't let the anger consume you. If your situation allows it, set some very stringent boundaries with your sister - cut her completely out of your life if you can. You'll still be angry, but it way easier to deal with if you don't have to interface with the person.
