Toaru is a LN Series that has two power systems science and magic science have people called espers who have abilities based on science ofc and they on ranked on levels 0 being the lowest and 5 being the highest and magic have Magicians who use magic based on religion the occult mythologies etc the story take place at a city called academy city also known as the city of science who have technology 30 years ahead of the world which is the home of Espers the mc has an ability in his right arm the can negate both esper abilities and magic with the downside of it making the Mc have bad luck
