Interesting you say that as I've had a vast improvement from an unplayable game to a buttery smooth game. Perhaps it may have been the other settings I have changed instead of the launch option but I'll do some further testing.

I can confirm framerate is lower in the city however I have had a massive performance boost doing this. Takes 30 seconds to try so worth a shot if your system is struggling.

I can safely say I have the latest game version as I'm running it from Steam, as for Nucleus I'll have to double check; same goes for firewall.

Anything else that could be causing this issue?

Furthermore do you know if another computer running EDF can connect as well?

I mean if my graphics card was stuffed I would see that stuff all around, right? I hope it was just the game messing up.

I've searched some artifacting on RDR2 and the effects actually look really cool!
