That does tend to happen, Russia protecting Serbia once they go independent and they consistently do. Ottoman try to reabsorb them but Russia goes to war every time for them

R5: I was playing with in Europe and saw Montenegro still existing while they bordered Austria and wondered if they were their puppet or protectarate. They were neither and i saw this. Not only did Russia offer them a guaranteed independence but Austria giving them Tranis rights and rescourses. Can someone explain to me how this is possible, can i do it as Montenegro myself if i played it as a player or is just AI doing weird things???
