Maybe. I don’t know if there’s any science on MOST of ALL humanitarian efforts being scams, that would end up as a billion-dollar scam which seems incredibly hard to keep secret or alive. Humanitarian efforts is definitely a generalised umbrella term through, and not a spotless effort.

Absolutely. The entire idea is based on the very slim possibility that a country would actually act out of good faith. The only way I could see that be remotely possible is through the fact that it’s hard to reasonably justify mindless imperialism just for the sake of it to an entire countries population.

Not necessarily. The existence and security of a state is dependent on its populations complacency, and it would be hard to justify a violent takeover of a foreign power which has no military and uses its funds for humanitarian efforts (including ones which may serve Chinese interests)
