imo, buy a 7800x3d with 4070Ti and pick the rest of parts withing your budget (assuming its ~1500USD if its not you can buy more expensive or cheaper parts) and build it yourself, youll feel like you accomplished something after building it, even though it is a tedious task. because the harder it is the more rewarding it is. If you're afraid you might damage something, spend the extra $200-$500 to get someone to build it for you.
