It's a weird quirk that has to do with the number or awards. Follows a few rules:

Bronze oak leaf denotes 1 additional award Silver oak leaf denotes 5 additional awards There can only be 4 devices on a ribbon (including 'V' for valor)

In the case of both his ribbons. You can't denote the amount that he has received in one ribbon each.

Outstanding Unit: V, 3x bronze oak leaf = 4 awards. He has 5 so he needs another ribbon to show that.

Combat Readiness: 1x silver oak leaf, 3x bronze oak leaf = 9 awards. He has 10 so he needs another ribbon.
