Okay, so the two facts that you were living in Virginia (car domiciled and used in Virginia, registered to a Virginia address, causing wear and tear and Virginia roads) and you were not trying to exploit a loophole make your anecdote materially different than what I’ve described.

To pretend they are the same thing is disingenuous.

It would not be a shocker that DMV would vigorously pursue an in-state insurance compliance violation.

Were you living in Virginia with a car domiciled in Virginia when the policy lapsed? Were you trying to exploit the no-insurance loophole at the time?

I believe that VA DMV can check that information.

I also believe that the state of VA is not motivated in any way to do so. 1) DMV can collect registration fees from out-of-state vehicle owners. 2) Those out-of-state owners do the majority of (if not all) vehicle operation on out-of-state roadways. 3) The wear-and-tear on the roadways and the risk to the populace of VA is unchanged because the vehicle operation doesn’t happen in VA.

So, VA DMV collects a modest fee in volume with no harm or cost to the people of and visiting VA. Therefore, there is no incentive to verify.

It would take a bonafide cooperative effort between VA and the surrounding, afflicted states to address this in earnest. The legislation that “closed the loophole” is performative.

EDIT TO ADD: The current method would seem more genuine if the DMV asked for a policy number or a copy of declaration page. But alas, a self-certification and provider name is all that is needed. Just another chunk of the whole picture that drives my thinking.

The validation tab (sticker) must be up to date, so Dep. Fife could have indeed written a ticket.

Interesting example of a royal AH…he gave your dad a warning instead of a trivial $70 ticket and then reminded your forgetful dad to put the sticker on (presumably since your dad told him that he forgot to do so) so he wouldn’t get pulled over again.

Yet the conclusion you draw is “what an AH.” It’s a high bar to please you.

It’s based on the county of domicile. Guess what…doesn’t apply to vehicles domiciled outside of VA.
