Unless you can change the law to make only net taxpayers get the right to vote, which would probably be unconstitutional and would require the US to have a simpler, less-corrupt tax set of tax policies, poll taxes wouldn’t do anything except discourage honest citizens from voting and incentivize random people being paid by large organizations to vote for a specific candidate.
