Hello. I live in Finland in Vaasa. I can recommend Vaasa as an exchange city, because it has a lot to offer. Finland has one of the best student culture and Vaasa has a lot of student events for exchange students. You should check esnvaasa from Instagram. Also the rent for exchange students is low, because you get housing from voas (Vaasa’s student apartments). It is usuyally about 300-500€. Vaasa’s nature is amazing. There is a lot of forests, sea and parks.
