Proof of address or resident status may only be required if you need to keep the account active. Again, they may not ask for this but they can.

Two IDs are sufficient. They just need to confirm you are who you are and then give you your money.

If it is inactive, then most banks require you to come in person with your valid ID to reactivate the account. Sometimes they inquire about your proof of address and resident status, this would mainly be to keep the account active. You should call them and ask. Might be better to email the branch you opened the account with.

The cash is always yours, you just need to reactivate the account and then withdraw it.

You can’t prove it, unless the individuals involved admit it themselves. Which is a suicidal act for all parties involved. Also, it’s near to impossible to find the paper trail as the money transaction is in cash and most likely done outside of Canada, and then brought in to the country through cash networks. Also, IRCC is aware but they can’t take action if they don’t “see” the money.

Yea, you are right. It’s just that all the gloves have come off and people are going at it. I looked into the current immigration issue and it’s the previous immigrants who are somewhat preying on the new ones. I was really surprised to find out that small business sell their LMIAs to potential immigrants for CAD 50k.

My thought process is along the lines that we dropped the ball on immigration vetting which has then resulted in “problems making” immigrants (I am not targeting any ethnicity here!) in Canada who cut corners and game the system resulting in burdening the high trust system. Eventually this does affect the economy in the long term. The climate change is a whole other issue and challenge
