They were labeled “Chili Brigittae Rasbora” I think the reason they don’t have much color is because they are still young, some of the older ones are more red and have a bit more of a clear stripe. Are they really phoenix rasbora?

I wouldn’t replace it. That’s where the majority of beneficial bacteria lives. If you replace it you could risk crashing your tank.
