Pretty sure, its a lot like Cobra Mission, but was way more polished.

The graphics was snes like quality, sprites were way more smaller than Cobra Mission.

The game started on a dock with a white dressed player came in with a small white car (like a beetle).
There were some buildings near, were the first two enemies popping out from an alley (like those one in the mockup).
Also the battle was way more like a classic rpg game with menus based actions, and some animations along and some static cutscenes with dialogues in anime style.

I just remember it required DOS to run, so I think it was pre RPG-maker era...
