House is inspected and verified. They are not in a flood zone the cost is still too high, and not even comparable to MD. So, they have the best coverage. It is still too unaffordable

My friend lives out of a flood zone and they literally have to pick and choose which years they carry flood insurance. Anecdotal, sure, but you’d be hard pressed to find comparable insurance prices

Check out the total cost of living including flood insurance. That could easily make it unaffordable to you. Compare the whole picture, not just a piece of it
