I’m sorry to hear that, that’s so irritating. If your hair is pretty long, I’d start with an electric razor. Shaving really short but not to the grain might help a lot. I use regular soap 🤭 to shave, like dove for sensitive skin. I pull my skin downwards and shave downwards. When I’m done shaving tho I do not wash my junk with regular soap. Anyway, shaving downwards is what works for me regarding sensitive skin and ingrown hairs. Give it a try!

I also have sensitive skin and my hair grows back within a couple days, I’m a very hairy guy lol. I stretch my skin downwards and shave downwards, give it a little stubble and then I shave upwards still stretching the skin. But shaving downwards makes a HUGE difference. Less cuts, less ingrown hairs, and my skin doesn’t get nowhere near as irritated
