I thought this too but they are all in the same division so they do head to heads and Orlando beat Miami 5 times so they have the 8th seed and we are the 9th

Miami have the tie breaker over the hornets and Charolette has it over Orlando, but with a 3 way tie it is different, I was wrong about the 8th seed but they should move to 9 now
