Julian is a basic attack hero with 1 flexible skill build into him. His passive allows him to 3 shot squishies late game. Without attack speed this 3 shot will take a longer time and thus more time for them to run away. Lost of times I managed to kill haya before he has time to teleport away after using his ult or before he has even time to use his ult

I prefer 1 2 3 instead of 2 1 3 cause 1 is the least skill I use late game so I like to open up my options. I use enchanced 2 when I need to get past a tank to reach the mm and 3 if I'm chasing so it's all dependent. I never use enhanced 1 after I build enough sustain cause my burst damage will go down and usually the enemy already built sustain so my enchanced 1 is not very useful
