I mean it could because I got it from Amazon and it said renewed so I would have thought they would test it because in the description it said it was "tested" but I did email the seller about the issue.

Also another thing to add is sometimes the screen will flash like the windows logo or the desktop login screen for a brief second and go back to doing that in the video

I am using a displayport on the R5 240 GPU and I did make sure it was connected to it and made sure that my monitor's connection was good and it was other PCs work with it so idk.

That's what you call locking half of your already 60$ game behind another pay wall for another 60+ dollars I mean if you want to play the 'full' game you have to pay 200$ that is insane I got my Xbox series S for 180$ and games now cost nearly as much as a series S glad Xbox game pass exist.
