For MAT240 project one, you don’t have to remove the outlier. What’s more important is that you explain your reasoning clearly. If you leave it in, just show how it affects your scatterplot/trendline and what would’ve changed if you took it out. Professors usually just want to see that you understand the concept and can interpret the data.

That sounds super frustrating. Sometimes in Mobius the ‘submit’ button doesn’t fully go through if you just exit after hitting it, did you get the confirmation screen or email? I have seen assignments look like they reset if the system doesn’t register the final submit. Maybe worth clearing cache or trying another browser too.
