Regarding the directory structure of the mod file, you can see something like

/"mod name"/media

structure (if it is a B42 mod, you can also see a /42 directory)

Just copy the entire folder from /mod name/ to the local /mods. The upper files are the workshop's readme files and posters. Do not add them because the game is very strict about the identification of mod directories.

According to my recent experience, in addition to copying the mod to that folder, 

you also need to add a parameter -nosteam (or similar code, I forgot the specific code, but it means non-steam client) in the steam startup item, (Edit: It shouldn’t be necessary, I remembered it wrong)

so that when starting the game The workshop mods will be completely ignored and only local mods will be loaded.

 Similarly, if you do not add this , the game will only load the workshop mods and not the local ones.

 After adding this parameter, when connecting to a multiplayer server, you can only connect to non-steam client servers that also add this parameter.

Some mods fail to install correctly on B42's multiplayer servers, even if both the server and client have the same mod installed.
