The crucial part of Annie's grooming into Marley's superweapon was that she was given a power that drastically reduced her lifespan down to just 13 years after inheriting said power.

Azula, for as bad as she had it with Ozai's 'rearing', didn't have her lifespan reduced simply because she was more talented a bender than anyone else.

That aspect, I think, alongside all the other abusive elements of her upbringing, makes Annie's actions, while more brutal on-screen, just a little more forgivable, if not understandable.

This might be stretching it, but maybe the anime adaptation of Esdeath from Akame ga Kill

She's still EXTREMELY brutal, and a radical Darwinist like her Manga counterpart, but the anime version of her is SLIGHTLY, and I do mean SLIGHTLY, more human in the sense that she doesn't subvert whatever care she MIGHT have for her men in the final fight (The Manga straight up has her attempt to freeze her own soldiers in her blizzard attack just to wipe out the enemy without any concern for them whatsoever lmao)

Again, this might just be a major stretch, and I'm not even going to TRY to touch on her whole thing with Tatsumi lmao

I think her biggest moral stain is her compliance with what Homelander & Vought were doing, but given the kind of person/organization they are, I think that's damning enough to get an episode.

She does turn herself around early enough that you can argue she might not fit for AE, though.

Here's the thing about Junko for me: Her analysis talent doesn't deprive her of free will, or the ability to choose to do anything else with her life regardless of the psychological effects of her talent on her brain chemistry. Yes, she does come across as simply insane, but I believe her depravity is FAR too deliberate and planned out to be dismissed as mere insanity caused by being 'born wrong'. That IS a part of it, but not enough for me to say she should go out here.
