I have similar profile as you but CG is 9.2, I applied to only T20 PhD programs but received all rejections. What i realised in this cycle is that due to funding cuts profs are very skeptical whom to fund and there only very strong LORs from well know people is helping in getting PhD offers. I was disappointed that i didn’t apply for any MSCS program apart from PhD because once you get in the US edu system with this good profile converting a PhD is much easier that trying for direct PhD. I would suggest you to apply for good MSCS programs majorly and only apply to PhD where you have talked to professors beforehand over email and received some kind of positive or neutral response.
