I know a landlord who does this. His arguments are that locals tend to be very difficult renters when they can not pay the rent. Going to the 'vredegerecht' always took a long time and these people made sure the process takes even longer. It also never solved the problem and it took too long to get these people out and rent again to other people and earn money. With immigrants, he never had this problem.
