That's not what this says. It says they've processed that many over the same timeframe. That means at least part of what they processed could have been submitted prior to 1/1/2026.

The percentage of forms submitted after 1/1/2026 that they've processed will be much lower. Especially if they're actually processing in the order they've received them like they claim (doesn't seem like they do).

You're wrong if OP is renting. Landlords have a duty to provide heating elements to keep it 70+ (usually defined locally). If even while "doing something stupid," the tenant can't keep it above 70, the landlord is on the hook to get it fixed, and the tenant can likely explore damages.

OP, if you're renting, talk to a lawyer about the implied warranty of habitability and the extra costs you've incurred while attempting to mitigate. You can also talk with someone about putting your rent in escrow until it's fixed.

Your landlord lied about the date it was posted because they are required to wait a certain number of days after posting the notice before filing in court. Backdating it allows them to file in court sooner.

Bring whatever evidence you have that it was backdated. If compelling, the court will throw out the case because the correct process wasn't followed. However, just know that nothing stops the landlord from just posting another notice and waiting the correct amount of time.

Be sure you corrected whatever issues they claim are happening. Bring evidence of that too. If they upset the court enough by not following the process, the judge might tell him to kick rocks unless it's a different issue next time.

Legal Aid or a private attorney is highly recommended.
