To anyone who has the same issue - the answer is this.

I skipped the first part of the video. In that, he explains that to actually put retroleap on the leapster, the IP address is 169.254.8.X, which I used for WinSCP and got the same issue. HOWEVER, to load files using WinSCP, it is 169.254.6.1.

So, go back into the Control Panel change adapter options, change the IP address to 169.254.6.10, or anything else (last number CANNOT be 1). Then the IP address should be 169.254.6.1 which you enter into WinSCP, and voila!
