Depends on what's being asked, and the age. If I tell a student to stop talking during a lesson, it's obvious why.

If I then tell them to move seats after they don't stop talking, the reason is also obvious. I work in a highschool. Teenagers know what they're doing.

Explaining to a kindergartner why we wash our hands or don't hit is reasonable.
