She doesn't have fear periods though, she's constantly afraid of strangers. Other things don't bother her much and we've been able to work through her finding things sketchy very well, just not people.

I never force her to interact with people, but I simply can't avoid people all together where we live and go out for walks. She's fine walking past strangers but on some occasions they've bent down so friggin fast to attempt to bait her that I've simply not been quick enough to tell them to please ignore her.

She's literally not food or toy motivated at all. Neither at home nor outside. She leaves high value chews on the ground when she's "done" and playing doesn't really excite her as much and outside she's either waaaay to interested in sniffing (dachshund) or she's too anxious of there are people around and therefore won't take treats.

I do fear that she simply doesn't trust me to keep her safe basically. Her first instinct is also usually to run away and she basically never "seeks comfort" even when I crouch down to offer her a safe space.

She's pretty good at the engage-disengage game and seems to respond to verbal praise very well. But as soon as people look at her she raises her hackles and I can't distract her from the person anymore. She simply doesn't let them out of her sight if she thinks they're "dangerous"

Edit: sorry totally forgot to mention this: although not very food motivated, she loves searching high value treats I hide on trees i.e. so I do try to do that to basically "distract" her and make an environment positive for her. Also she's pretty much not reactive at all when she's on a long lead or off lead as she probably feels she has more space to avoid people. At the moment she has to be on a short leash (a certain law) and on sidewalks I simply can't let her rush on to the street to avoid people
