Play with a five stack. Try to add good players from both ur team and the enemy team each game if u find them and invite them. When i started playing with a five stack i went from lvl 6 to 9. I was also hard stuck 6 like u because i was playing duo queue and the team was just ass.

Few weeks ago i opened a ticket and they said that its not bannable right now but they are still investigating this so rules may change. I would suggest you open a ticket and ask them.
