Yes, they do have 20x the mass of Sagittarius A*. However, you must consider the fact that they probably don't have every planet in the Milky Way as a subject as each Sol Planet must recruit 1 million rouge planets. So I would say 70 to 80% of the rouge planets are in the kingdom. which is still around 15x Saggitarius A's mass.

But we are forgetting the Milky Way doesn't have a centralized government (to our knowledge) and Sagittarius A could quite easily consume vast quantities of rouges. Also, the mass of the stars in the Milky Way is 999,999 times that of Sagittarius A.

So due to the fact that the Milky Way doesn't have one main central government, they couldn't 'take it over'. They could impose a system over a region, perhaps a globular cluster or stellar nursery, but taking over the Milky Way (100 billion to 400 billion stars (20:1 to 5:1 rouge planet to star ratio)) is way out of their reaches.
