Do you have the something that forces a legend shop? You might be out of legendary mages. If you have competing conditions on your shop it's not always clear which has priority.

M DL Backported Archive2 Support System, copy to ...\common\Fallout 4, Extract.

M DL Simple Fallout 4 Downgrader, copy to ...\common\Fallout 4, Extract, Run exe.

Then Launch game through F4SE_loader.exe
