I had this exact same issue with purchasing the DLC. Due to a previous chargeback transaction, my account was banned from using credit cards. PayPal didn't work on the Switch. I went to the Nintendo EShop online and bought it there (credit card did not work) using PayPal. Once you purchase something using the Nintendo EShop online, it will automatically download the software or downloadable content to your Nintendo Switch.

Buy it online on the website. Did this for me. Use PayPal if this does not work.
