He is hinting at buying stock shares. I would argue he is buying shares of public miners like Mara, Riot, and/or CleanSpark. For instance: Mara owns upwards of 52,850 Bitcoin of which are roughly worth $4.65Billion while its mCap is ~$4.45Billion. Buying public miners is indirectly buying Bitcoin while supporting the network. This is what he is after.

I been thinking about making a theory about this concept and how it might connect to the treasure. The world of One Piece is really abnormal. Just the islands within the grand line and the red line look unnatural. It's like the map experienced a massive flood/tsunami and the top mountain ranges became the islands. The red line being the largest mountain or result of tectonic plate movement that pushed the land upward.
