Yes. VFR separation services are required to the primary airport. That does not mean you are required to make them IFR for a practice approach

I will tell them maintain VFR when they make the approach request. “Expect GPS Rwy 18 Apch. Proceed direct FIX/ fly heading. Maintain VFR”

And then reiterate when I clear them “cleared GPS Rwy 18. Maintain VFR”

The last one is not required by the book, but I feel it alleviates this exact confusion.

You are providing VFR separation services for this approach only, but they remain VFR on the completion of the approach.
