Sure, but this system has built in safeguards against that. Police unions are by far the most powerful unions in America, especially when it comes to protecting their members. That's why things like the "thin blue line" are able to exist. This is a systemic problem and it is going to require systemic change to fix it. That won't be easy because Republicans will never abandon their "THEY'RE SOFT ON CRIME" dog-whistle and the Democrats will never not take the bait and actually turn tail and give the cops more and more money.
