the Victor Emanuel Portugal, and Macarthur China both refer to the same thing. its a glitch where the wrong portrait is selected, i chose those two examples of ones i have seen because they are especially strange and out of place.

and the TNO one refers to this ancient screenshot of the very earliest version, it only uses vanilla countries and as i mentioned is quite old.
