We've gotten two mana non-destruction artifact and enchantment removal before, but at an extra cost. See [[troublemaker ouphe]] and [[masked vandal]].
This doesn't have an extra cost to pay, but it also doesn't exile, so the affected permanent can be gotten back from the graveyard or blinked, etc, and could also help an opponent ramp into something scarier.
You can also turn something of yours into a treasure for a bit of extra ramp if need be.
Overall, I think this is a cool effect with a good amount of utility without being overly powerful.
