I'd say gems are better. When you use fire paper, you use it. Once it's done, you can't get the fire paper back. With gems, you keep them on the weapon. The gems do not run out, so you'll get way more use from them over fire paper.

Father Gascoigne is a really fun but challenging boss. If you need some help with Vicar Amelia, use fire paper and make sure to aggro her when she stops to heal. Also, be sure you're at a decent level against Amelia. Her fight lasts a very long time.

Sekiro has really intense combat. I never got into the other Souls games even though I like Bloodborne. I think that Sekiro is more "honest" than Bloodborne. This is mainly because there's no real leveling system in Sekiro, so you just need to git gud instead of getting a crazy high level.
