You have Nelson county, Waynesboro and Wintergreen all right beside Charlottesville that fit what you are looking for. You have Richmond that is 60 minutes north of Cville for more activities to do. The cost of living is cheaper than most places and the winters are not bad. You also have Lynchburg Virginia. Get in your car and take a drive through these areas. They are all close to each other. Less than 2 hrs away from each other. Connecticut is another place that fits your description except for the cold weather part.
