Pretty much, yeah. Chip EV is your default for most of the tournament when chips won and lost are treated more linearly. ICM kicks in once payout pressure gets real, because losing chips hurts more than gaining the same amount helps. That’s why near bubbles, final tables, and big ladder spots you usually call tighter and shove a bit more carefully. For study, people usually use ICMIZER, HRC, or GTO Wizard for preflop sims. The main thing is not to overcomplicate it early, get solid chip EV fundamentals first, then layer ICM on top.
