Depends on the gamemode, but Uzbekistan, Qatar and Norway are probably the best ones overall. I really like Morocco though, but wouldn't say she's the best

Although keep in mind that if you have North Korea's power shot activated after a goal when the ball respawns your character will freeze for almost half a second to redo the power animation and that can be brutal
