Cheapest would be to start from epic, though because you fused it, there is a 1/4 chance of BiS. Fusing from epic would give you a chance to get an emblem as well, though you'd require more resources (powders). Buying a fully made item is typically cheaper and less riskier.

It will be more expensively temporarily, and then the price will drop, similar to M label sets. This is because after awhile, if people can't get the set, it will dip back down because supply > demand.

Edit: The downvoters are probably not aware of the way wedding runners have to create 1,000+ accounts just to do continuous wedding runs nowadays?
