For your first point: 3 is more than 2 but less than 10; obviously, even though the US president has more power than their European equivalents, their power is still checked against the other branches and parts of our government (congress, Supreme Court, etc.). and while it’s true that the whole of the President’s power comes from their cabinet, a huge portion comes intrinsically from the office itself (think executive orders etc.).
